The Prime Minister Pham Binh Minh requested the Ministry of Transport to urgently submit to the Prime Minister a plan to resume international flights with countries and territories with a high safety factor before November 5, 2021.
The Government Office has just issued a document conveying the direction of Prime Minister Pham Binh Minh on the application of the “vaccine passport” and measures to create favorable conditions for foreign experts to enter for economic development purposes.
In this document, the Prime Minister agreed to resume international commercial flights to and from countries/territories with high safety coefficients and appropriate pandemic prevention measures.
The Ministry of Transport shall urgently submit to the Prime Minister before November 5, 2021, the plan to resume international flights with other countries.
About who gets to enter, the Prime Minister agreed to create favorable conditions for foreigners to enter Vietnam following with the subject groups allowed by the Prime Minister in Announcements of the conclusion of the Government’s meeting on Covid-19 prevention and cases of coming to Vietnam to learn about the market, attend conferences, seminars, visit relatives, and overseas Vietnamese with their relatives who have a certificate of vaccination against Covid-19 or a certificate of recovery from Covid-19 disease.
For Vietnamese residing abroad, continue to follow the procedures specified in Decree No. 82/2015/ND-CP dated September 24, 2015, of the Government on visa exemption.
Regarding guidance and medical control for people entering the country, the Prime Minister assigned the Ministry of Health to bear the main responsibility and coordinate with the Ministry of Foreign Affairs, the Ministry of Public Security, relevant agencies, and localities to continue researching to complete and issue convenient and appropriate medical quarantine guidelines for people entering the country with “vaccine passports”.
Concerning the authority and procedures for entry approval and flight organization, the Ministry of Foreign Affairs shall consider and decide on entry of foreigners for diplomatic or official purposes; take the main responsibility and coordinate with relevant agencies in promulgating guidelines for organizing flights to bring Vietnamese citizens home from abroad in the new situation.
Ministries and all levels, based on an agreement with local health authorities on pandemic prevention plans, proactively decide to invite, welcome, and take responsibility for managing foreigners on entry to work with their agencies and some other special humanitarian cases (medical examination and treatment, maternity, etc.).
People’s Committees of provinces proactively decide to invite, welcome and take responsibility for managing foreigners on entry to work with their localities, and at the same time authorize competent focal agencies to handle and create favorable conditions for foreigners entering for work, study, and humanitarian work in the province, ensure the right subjects and arrange appropriate and safe medical quarantine locations for pandemic prevention and control.
The authorities and localities, after giving specific guidance and receiving the full dossier of request for foreigners to enter the country from agencies, organizations, enterprises, and individuals, are requested to appraise and be responsible for replying in no more than 5 working days following the current regulations (Immigration Law 2014).
Regarding the recognition of the certificate of vaccination against Covid-19 or the certificate of recovery from Covid-19 (“vaccine passport”), the Prime Minister assigned the Ministry of Foreign Affairs to urgently discuss with the partners to accelerate the recognition of “vaccine passports”.
The Ministry of Health shall take the main responsibility for uniformly promulgating Vietnam’s vaccine passport form in paper and electronic form (with an electronic authentication mechanism) before November 5, 2021.
The Ministries of Information and Communications, Public Security, and Health shall develop applications and issue QR codes in accordance with the direction of the Prime Minister in Notice No. 242/TB-VPCP dated September 13, 2021.
